Google Play Closed Testing Not Working: Troubleshooting Checklist
When a closed test seems stuck, separate access problems, tester problems, and production-access problems. They have different fixes.

Testers cannot access the test
Check the closed-test track configuration, tester access method, and whether testers actually joined the test. Google supports controlled closed-testing groups such as email lists and Google Groups.
The tester count is wrong
Check the difference between invited testers and testers who actually opted in. Then check whether the qualifying testers have stayed continuously opted in for the required period.
The test is live but engagement is weak
Give testers clear instructions about what to test, encourage use of the app's features, and establish a feedback channel. Google's guidance specifically recommends these practices.
The build itself is the problem
If testers cannot install or use the build, fix the release or Play Console configuration before treating it as a tester-recruitment problem.
The test ended but production is still blocked
Review the production-access criteria and application. Completing the test does not itself guarantee production access.
